The Battalion is a Special Support Group (SSG3) responsible for providing a striking force for use in disturbed areas including borders. It also provides paramilitary and police general duties training in order to impart skills and ensure availability of paramilitary police officers for deployment.
Paramilitary Battalion performs the following specific functions:
a) Provide rapid response police services in disturbed areas;
b) Conduct security patrols in border areas;
c) Provide training in paramilitary and police general duties;
d) Conduct guard duties and escort security services;
e) Conduct research in policing, military tactics, counter-terrorism and weaponry and other topical issues in order to inform decision making and enhance training;
f) Collaborate with stakeholders on development of curricula on paramilitary and police training;
g) Collaborate with other stakeholders on development and implementation of training programmes; and
h) Provide logistical and administrative support in order to enhance Battalion operations.
The Battalion is headed by a Commanding Officer (Deputy Commissioner of Police) who is assisted by one (1) Deputy Commanding Officer (Senior Assistant Commissioner of Police).
In the Office of the Commandant, there is a Research and Planning Unit for easy coordination of the research and planning functions in order to enhance efficiency.
The Office of the Battalion Commandant comprises the following two (2) Units:
i. Research and Planning; and
ii. Police Crime Intelligence.
A. Research and Planning Unit
The Unit is responsible for coordinating, formulating and reviewing institutional plans to facilitate effective implementation of programmes and projects.
The Unit performs the following specific functions:
a) Coordinate the development, implementation and review of the institutional plans;
b) Monitor and evaluate the implementation of programmes and projects;
c) Coordinate preparation of annual and other reports; and
d) Coordinate and conduct periodical research in order to generate information for informed decision making.
The Unit is headed by a Research and Planning Officer (Assistant Superintendent).
B. Police Crime Intelligence Unit
The Unit is responsible for providing intelligence support to the battalion in order to facilitate decision making and execution of operations.
The Unit performs the following specific functions:
a) Collect, correlate and analyse intelligence information from various sources;
b) Conduct regular threat assessment reviews and make appropriate recommendations;
c) Advise relevant authorities on the protection of key and vital installations based on the assessed threat; and
d) Collaborate with other law enforcement agencies on the monitoring or arrest of persons with links to crime.
The Unit is headed by a Divisional Crime Intelligence Officer (Senior Superintendent) and assisted by a Deputy Divisional Crime Intelligence Officer (Superintendent).
The Paramilitary Battalion comprises the following three (3) Sections:
i. Human Resource Management and Administration;
ii. Training; and
iii. Operations.
The Section is responsible for managing and coordinating human resource management and administrative support functions in order to enhance smooth operations at the battalion.
The Section performs the following specific functions:
a) Manage human resource in order to optimise their utilisation and enhance performance;
b) Manage information and communication services in order to enhance operational efficiency;
c) Provide Engineering and Mechanical services;
d) Coordinate Gender related programmes in order to promote Gender awareness at the Battalion;
e) Provide chaplaincy services;
f) Provide firearms and armoury management services;
g) Records Management;
h) Provide Quarter Master services;
i) Manage projects and maintenance services;
j) Manage mess and canteens; and
k) Provide medical services to students and members of staff.
The Section is overseen by a Senior Human Resource Management Officer (Senior Superintendent) and assisted by one (1) Human Resource Management Officer (Superintendent), one (1) Chief Armourer (Superintendent), one (1) Professional Standards Officer (Assistant Superintendent), one (1) Senior Purchasing and Supplies Officer (Assistant Superintendent), one (1) Officer-In-Charge – Engineering and Mechanical Services (Superintendent), one (1) Information Technology & Communications Officer (Superintendent), one (1) Professional Standards Officer (Assistant Superintendent) one (1) Principal Transport Officer (Assistant Superintendent), one (1) Gender Officer (Assistant Superintendent), one (1) Mess Manager (Assistant Superintendent), one (1) Supervisor – Projects and Maintenance (Assistant Superintendent), two (2) Senior Clinical Officer – Lusaka West & HQs (Assistant Superintendent), one (1) Clinical Officer General – Sondela (Chief Inspector), one (1) Officer-In-Charge – Milling (Inspector) and one (1) Officer-In-Charge – Production Unit (Inspector).

A. Human Resource Management
The Unit is responsible for managing human resources in order to enhance smooth operations of the Paramilitary Battalion.
The Unit is headed by one (1) Human Resource Management Officer (Superintendent) and assisted by two (2) Assistant Human Resource Officer.
B. Projects and Maintenance Unit
The Unit is responsible for maintenance of Paramilitary Battalion infrastructure and other equipment in order to prolong their lifespan and ensure that they are in good working conditions. It coordinates and supervises infrastructure projects for the Battalion.
The Unit is headed by a Supervisor – Projects and Maintenance (Assistant Superintendent) and assisted by one (1) Camp Commandant (Chief Inspector) for Paramilitary Headquarters, one (1) Camp Commandant (Chief Inspector) for Lusaka West.
C. Quarter Master
The Unit is responsible for procurement of works, goods and services in order to ensure attainment of value for money and smooth operations of the Battalion. The Unit is also responsible for the storage and distribution of goods and rations.
The Unit is headed by a Senior Purchasing and Supply Officer (Superintendent) who is assisted by one (1) Purchasing and Supply Officer (Assistant Superintendent).
D. Armoury
The Unit is responsible for management of firearms and musketry in order to ensure safety, marksmanship and support paramilitary operations.
The Unit is headed by a Chief Armourer (Superintendent) and assisted by one (1) Principal Armourer (Assistant Superintendent).
E. Information Technology and Communications Unit
The Unit is responsible for provision and management of Information Technology and Communication (ITC) for the Battalion. The Unit is also responsible for utilizing ITC technologies in order to contribute to achievement of the Battalion’s strategic goals.
The Unit is headed by Officer-In-charge – Information Technology and Communications (Superintendent) and assisted by one (1) Information Technology and Communications Officer (Assistant Superintendent).
F. Mess and Canteens
The Unit is responsible for providing catering, nutritional and dietary support services in order to enhance the wellbeing of officers and trainees.
The Unit is headed by a Manager – Mess and Canteen (Assistant Superintendent) and assisted by one (1) House keeper (Chief Inspector).
G. Engineering and Mechanical Services
The Unit is responsible for the maintenance of plant and motor vehicles in order to prolong their serviceability and life span.
The Unit performs the following specific functions:
a) Service and repair of plant and motor vehicles;
b) Prepare plant and motor vehicle maintenance plans in order to ensure compliance to prescribed maintenance requirements;
c) Train motor vehicle operators and upcoming motor vehicle technical manpower in order ensure compliance to prescribed maintenance equipment;
d) Prepare engineering and mechanical reports in order to inform decision making;
e) Advise the institution on specifications and technical requirements for the procurement of mechanical equipment;
f) Develop and review standards and procedures for the workshop operations; and
g) Maintain a database of maintenance and repair works.
The Unit is headed by Officer-In-Charge – Engineering and Mechanical Services (Senior Superintendent) and assisted by one (1) Deputy Officer in Charge (Superintendent).
H. Gender Unit
The Gender Unit is responsible for coordinating the implementation of Gender mainstreaming programmes in order to promote Gender awareness and ensure equity under Paramilitary Battalion.
The Unit performs the following specific functions:
a) Mainstreaming gender issues within the battalion;
b) Facilitate capacity building for gender mainstreaming at Para Military Battalion;
c) Undertake advocacy programmes to mainstream gender;
d) Promote and monitor adherence to gender mainstreaming; and
e) Prepare gender mainstreaming reports in order to inform decision making.
The Unit is managed by a Gender Officer (Assistant Superintendent).
I. Transport and Logistics Unit
The Unit is responsible for transport management in order to enhance smooth operations of Paramilitary Battalion Headquarters.
The Unit perform the following specific functions:
a) Provide transport services to the Battalion;
b) Monitor and maintain fuel log books;
c) Maintain fuel log books;
d) Monitor the professional conduct of the Drivers;
e) Collaborate with Mechanical Engineering Unit on servicing, repairs and maintenance of Motor Vehicles; and
f) Coordinate reporting of accident/theft of motor vehicles.
The Unit is headed by a Principal Transport Officer (Assistant Superintendent) who is assisted by a one (1) Senior Transport Officer (Chief Inspector).
J. Chaplaincy Unit
The Unit is responsible for upholding spiritual and moral values at the Battalion.
The Unit performs the following specific functions:
a) Provide chapel ministry to the Battalion;
b) Provide counseling services to staff and their families;
c) Conduct funeral rites during bereavements; and
d) Provide pastoral care services to staff and their families.
The Unit is headed by a Chaplain (Assistant Superintendent) and assisted by one (1) Assistant Chaplain (Chief Inspector).
K. Milling Unit
The Unit is responsible for managing the milling plant in order to feed officers in operations and recruits.
The Section performs the following specific functions:
(a) Production of mealie meal for officers in operations and recruits; and
(b) Maintenance of milling equipment at the Battalion.
(c) Production of reports on the activities of the milling.
The Unit is headed by an Officer-in-Charge (Inspector) and is assisted by one (1) Senior Milling Operator (Sergeant).
L. Paramilitary Police Clinics
The three (3) Clinics (Paramilitary Headquarters, Sondela and Lusaka West) is responsible for conducting patient intake, administering care and medications, communicating with patients and care givers, compiling and submission of reports, providing diagnostic, therapeutic or preventive out-patient services, care and maintenance of clinic equipment.
The Clinic is headed by Health Centre In-charge (Assistant Superintendent) who is assisted by one (1) Senior Clinical Officer (Chief Inspector).
The Section is responsible for providing police training and staff development in order to impart knowledge and skills and enhance the performance of the Zambia Police Service.
The Section performs the following specific functions:
a) Conduct training to trainee Paramilitary Officers and serving officers in order to impart knowledge and skills;
b) Conduct trainee assessment in order to evaluate academic performance;
c) Develop and review curricular in order to facilitate effective delivery of training programs;
d) Design and prepare training materials in order to facilitate relevant and focussed training;
e) Manage the Paramilitary library;
f) Conduct research in policing and other topical issues in order to inform decision making and enhance training;
g) Maintain trainee information systems in order to facilitate storage and retrieval of information;
h) Collaborate with stakeholders on police training and related issues in order to share information and best practices.
i) Provide trainees’ welfare services in order to facilitate a conducive learning environment; and
j) Conduct pass-out parade in order to fulfil training requirements.
The Section is headed by a Chief Training Officer (Assistant Commissioner of Police) and assisted by one (1) Senior Training Officer (Senior Superintendent), who is assisted by one (1) Head – Drill and Weapon Training (Superintendent), one (1) Head – Physical and Sports (Superintendent), one (1) Head – Humanities and Police Sciences (Superintendent), one (1) Head – Law and Police Duties (Superintendent), one (1) Head – Criminal Investigations (Superintendent), one (1) Head – Intelligence (Superintendent) one (1) Principal Marine Officer (Assistant Superintendent) and one (1) Librarian (Assistant Superintendent).
The Section comprises seven (7) Departments each of which is headed by a Superintendent and one (1) unit as shown below:
i. Law and Police Duties;
ii. Criminal Investigations;
iii. Drill and weapon training;
iv. Humanities and Police Sciences;
v. Marine;
vi. Physical and Sports;
vii. Police Intelligence; and
viii. Library Unit.
A. Library Unit
The Unit is responsible for provision of library services in order to facilitate accessibility, security, flow and easy retrieval of information.
The Unit performs the following specific functions:
a) Provide customer services to library users;
b) Order new inventory from book vendors;
c) Receive books and other reference materials in order to facilitate easy flow of information;
d) Catalogue new inventory and update the database accordingly;
e) Research new trends in order to identify resource materials to be added to the library;
f) Maintain a record of library users;
g) Store and secure books and other reference materials;
h) Maintain a database of books, reference and other materials; and
i) Collaborate with stakeholders on the management of library services.
The Unit is headed by a Librarian (Assistant Superintendent) who is assisted by one (1) Assistant Librarian (Chief Inspector).
The Section is responsible for providing a striking force for use in disturbed areas including borders.

c) Conduct guard duties for areas such as Mines, Border Posts, Vital public installations and public events;
d) Provide escort security services and VIP protection; and

The Section is headed by a Divisional Operations Officer (Assistant Commissioner of Police) and assisted by one (1) Chief Operations Officer (Senior Superintendent), one (1) Commander – HQ Company (Senior Superintendent), one (1) Commander – A Company (Senior Superintendent), one (1) Commander – B Company (Senior Superintendent), one (1) Commander – C Company (Senior Superintendent), one (1) Commander – D Company (Senior Superintendent) and one (1) Commander – E Company (Senior Superintendent).
The Section comprises the following Companies:
